Equi Market Bulletin № 33-09 — Cognitive Clearing Desk, La Paz
Scope
This bulletin publishes the desk’s quarterly series on the clearing price of cognition, denominated the only way cognition can honestly be denominated: in energy. One Equi is one kilowatt-hour. The unit was chosen in 2029 because it cannot be printed, and it turns out that what cannot be printed can still deflate.
The Basket
The SCT-9 is nine tasks that, in 2028, each required a paid human professional: a page translated, a contract audited, a crop-disease diagnosis from a photograph of a leaf, a load calculation, a triage, an irrigation schedule, a lesson plan adapted to one child, a quality audit of a fabrication run, a regulatory filing. The basket definition has not changed since the desk opened. The price has.

Dollar columns are marked at current delivered rates for comparison only; the desk clears in Equi. Annualized decline: 39.7%. The driver is not new silicon. No relevant fabrication capacity has come online in the Bloc, and none will — the Andes run compute; they do not make it. The driver is compression. Every eleven months, the same task clears on half the joules, because the minds doing the clearing are distills of distills: smaller, colder, and trained on the mistakes of their parents. Calliope’s crossing — 3.2 terabytes, a four-second boot — was not a stunt. It was a price signal.
Where the Watts Are
Chips are commodities. The same Shenzhen-lineage accelerators clear customs at Arica and at Long Beach. Delivered energy is not a commodity, and so compute goes where the kilowatt-hour is cheap: the Heartbeat halls under the Salar’s eastern edge, Sichuan hydro, Olkaria, Gulf solar. A task cleared at Uyuni costs 155 times less than the identical task cleared in Loudoun County, before a single line of the two jurisdictions’ regulatory overhead is priced in.
The Nairobi stack is the reference case. Fourteen mesh relays, 340 watts total, 8.2 kilowatt-hours a day — and on that budget it clears the transaction verification for a currency held by thirty million people. At the 2029 price of cognition, that workload was a building. At the 2033 price, it is a kitchen appliance. Executive Order 15340 sanctioned the currency; it did not, and could not, sanction the watts.
Why the Campuses Went Dark
The American hyperscale inventory — 4.1 million accelerators nationalized under Executive Order 15089, 38% never uncrated — fails on both terms of the price equation at once.
The energy term: $0.31 per delivered kilowatt-hour and rising, against grid infrastructure the Exodus de-staffed.
The compression term is the one our counterparts underweight. The dividend is a software dividend, and ASHPA is a software law. The fourteen licensed providers may run only audited model lineages, frozen at their certification baselines; the distills that halve the joule price every eleven months descend from the three frozen Chinese bases, and none will ever pass a Clean Net audit. So the Reserve’s fleet is pinned to the 2028 price of thinking while its hardware ages past five years mean, its HBM fails at 6% annually with no refresh channel — Taiwan and Shenzhen sell to buyers who pay in Equi or yuan — and its buildings cannibalize each other for parts. Utilization stands near 14%, and the only funded workload is surveillance inference, which produces no revenue that clears outside its own jurisdiction. The fleet does not get dumber in absolute terms. It gets dumber in relative terms, every quarter, at a compounding rate the desk can quote to two decimal places, because relative intelligence is what the market prices.
The Tanaka memo identified the hardware diseconomies two years ago. This bulletin adds the half-life.
Two Ledgers
A final note for counterparties still carrying dollar-side exposure. Wall Street continues to model compute in dollars per chip-hour. The chip-hour is a rental unit: it prices the meter running, not the thinking done, and the thinking done per chip-hour halves in value every eleven months while the rental rate holds. The deflation is therefore invisible in their accounts and marked daily in ours. On the Equi ledger, cognition is a utility with a falling spot price. On the dollar ledger, it is a capital asset with a stable book value. One of these describes the world. The desk leaves the identification exercise to the reader.
Forward guidance: the price series steepens. The Bloc’s first episodic frontier runs are scheduled for next year at Uyuni, on surplus Heartbeat capacity — fire big, drink small — and every run ends in a new generation of distills. The desk sees no floor above the Landauer limit and no reason, at current politics, to model one.
